I just make one set of clothing called 'not ratty' that limits the selection to 51% durability and at least normal quality.

I've tried multiple times to allow setting a prisoner's outfit or change their apparel but my attempts always ended in failure.

Today i realized there was an easy solution with. Unfortunately export agency doesnt seem to be compatible, in fact with it outfitted doesnt work at all (no weight stats for defoult categories worker, soldier etc.). Change dresser allows you to set select outfit options (kinda like vanilla in this regard) but allows you to toggle between outfits ('everyday' vs 'heavy armour', for instance) when.
