Clear any forced clothes and your colonists will wear the best available clothes for the season. Muffalo fur parkas are a good source of warmth. Hyperweave is always the best material for clothes, but for the likely scenario where you don’t have access to it, you should use materials with a higher armor rate.

Dusters are more than good enough to keep colonists warm in winter and cool.
It's all well and good to pick the optimal outfit, but rimworld is about survival. Imho the perfect easy to achieve cold weather uniform is wool shirt and pants, fur parka (slightly higher protection at a cost of negligible warmth unless right on the temperature line), plasteel or recon helmet, and flak vest. Jackets are a middle ground between a duster and a parka, best suited to moderately cold biomes not extreme enough to require parkas. Clothing is a subcategory and type of apparel that generally offers good insulation but poor protection from damage.
Alpaca wool is actually better then mufalo for the heat insultation. All apparel functions in the same way. Providing your colonists with the clothing they need for the environment they’re in is key to survival in rimworld. Muffallo wool got a factor of 3 for cold and heat, making it perfect.
Megaspoth is better but inefficient.
